The long-awaited ICAO AVSEC Symposium 2018 started at EST 9:00 am, 26 November 2018. It is the first day of Industry Engagement Day, hundreds representatives from all around the world gathered to exchange ideas. Our president, Mr. Jimmy Pang, was invited to host the first SkyTalk session on this very day, and he spoke on the topic “Trade Facilitation through Supply Chain Security: Cross Border Re-export aviation threats from Industry approach”.
About the presentation
Challenges of Cargo security screening should be lying on both industry and government
Mr. Pang first examined the situation in Hong Kong, covering statistics and the unique nature high tonnage volume within smart time window of aviation export industry, it’s became the challenging to RACSF, to indicate that the massive change of business model undergoing in Hong Kong. He also brought up the opinion gathered from the industry in particular to present our point of view regarding on this issue, including the approaches to enhance aviation security standard and threats we are facing today.
Enhancing security can gain various benefits via different security standards
He followed by the various security standards benchmarking. The focus laid on typical standards practitioners in Hong Kong usually obtain. Whereas those standards include common controls but with different objectives, which is able to lead the industry gaining various benefits by enhancing their security practices. Security standards like RAR, AEO and TAPA are introduced and compared in aspects like scope, requirements, time for achieve, and system complexity, to provide a clear picture to the audience.

Before concluding, he picked up the point he mentioned before about the threats practitioners found most terrific. Obviously, lithium battery is the most concerning DG among other threats according to the statistics. The incident of lithium batteries caught fire on a plane sure left a strong impression among all of us. Not only it is a safety issue, it is also one of the best driver for enhancing security. Right after he uttered the horrific incident, he provided a possible way of how to detect and protect. Li-CAT program initiated and supported by our members had been brought up is the structured approach to tackle this situation.
At the end, Mr. Pang once again emphasize on the importance of communication and cooperation, which echoes with the theme of this symposium. Our session on stage is now over, but we will continue to participate in this worldly event and communicate with experts and professionals.

期待已久的國際民航組織AVSEC 2018全球航空安全研討會於美國東部時間2018年11月26日上午9點開始。今天是Industry Engagement Day的第一天,來自世界各地的代表齊聚一堂,互相交流各自的意見。彭主席獲邀在當天的SkyTalk擔任首位講者,並就「以供應鏈保安促進貿易:業界對跨境轉口航空威脅的態度」這一主題發表演講。
演講內容
政府和業界正面對貨物安全檢查所帶來的挑戰
彭先生首先闡述了香港的現況,包括統計數據和航空出口業界的獨特模式。當中,他特別提及到RACSF,表示香港的經營模式正在發生巨大變化。他還提出了從行業中收集到的意見,特別是業界對此的觀點,其中亦包括提高航空安全標準的方法和我們現今正面臨的威脅。
不同的保安標準將帶來各種好處
接著他提及了各種安全標準。他把重點放在香港業界普遍的標準,而這些標準在操作上異曲同工,但各自有着不同的目標。這剛好能帶領業界從加強保安中獲得各種好處。當中提到RAR,AEO和TAPA等安全標準,並比較了其規模,要求,時間和複雜性等方面,為聽眾提供了清晰的描述。
